We hope this finds you all healthy and safe.  All of us at Waste Management remain committed to Stony Hollow Landfill and being a trusted waste and recycling partner in the Dayton community.

We are also aware how important it is for us to remain steadfast in our commitment to our community and the environment. We will continue to use the highest safety standards and closely monitor all the site safeguards we have in place at Stony Hollow Landfill.

As you know, our team has worked diligently to resolve the odor issues and we continue to do so.  We are maintaining all existing programs and odor control systems and we recently completed this summer’s installation of more routine gas well collection components to further improve gas collection.

Site Activities
Our site activities continue to focus on routine monitoring and inspection programs, assuring the extensive control systems now in place continue to function at their peak. We continue to maintain gas collection systems and the odor control improvements made with the installation of the cover shown below.

What’s New?
We completed the 2020 landfill gas well construction. We began in mid-April and at the end of June completed routine gas well construction with 35 new and replacement gas extraction wells and associated piping installed on the southern slope of the landfill. The planned work continues to provide improvements to our landfill gas control systems.

Odor Surveillance Program Continues: Our routine odor surveillance continues at a frequency of one time per day, five days a week with two additional random surveys performed each week. We continue to investigate and document all odor complaints received. Since 2016, we have experienced more than a 93% reduction in the number of odor complaints received annually. Since activating the cap, a decrease in intensity and scope of odors continues. Results are maintained on site and are available for agency inspection. As we continue any site maintenance and gas well installation work, we will issue potential odor alert notifications when we expect there’s a potential for off-site odors.

We also continue to share monitoring activities at the quarterly Stony Hollow Forum attended by members of the community, City Staff, Solid Waste District staff, Ohio EPA and Moraine.

Odor Alert Line Remains in Place: We continue to maintain several ways for individuals to notify us of potential odors. The Stony Hollow Landfill Odor Alert Line is open for messages at 937-356-6203. You can also file an odor alert online at www.stonyhollowlandfill.com.

Odor Management Plan Remains in Place: We maintain the Ohio EPA approval on our odor management plan described above. We continue to operate in accordance with the approved plan and are committed to update the plan as necessary as site activities dictate. The Ohio EPA sets clear guidelines and measurement criteria in their approval of the revised plan.

No Changes to Synthetic Cap and Gas Well Collection Systems: The synthetic cap and gas well collection system continues to function and perform well. This system continues to control odors and proactively address future issues. We routinely inspect the area to assure its continued effectiveness. Our site gas technicians are on site for routine inspections to ensure all wells are operating properly and the vacuum is being applied. Gas well monitoring and tuning of the well field continues.

Together, we are working alongside all of you to help flatten the curve in Ohio as we deal with COVID-19. We are also aware how important it is for us to remain steadfast in our commitment to our people and the environment. As an essential business, we have continued to serve our communities, while practicing social distancing and employing increased cleaning standards. We have and will continue to use the highest safety standards and closely monitor all the site safeguards we have in place at Stony Hollow Landfill.

What’s New?

The engineering design for the 2020 landfill gas construction is complete and construction is scheduled to begin in mid-April. The routine gas construction will focus on new and replacement gas extraction wells and associated piping to be installed on the southern slope of the landfill. The project is expected to be completed by the end of May. The planned work continues to provide improvements to our landfill gas control systems.

Odor Surveillance Program Continues:  Our routine odor surveillance continues at a frequency of one time per day, five days a week with two additional random surveys performed each week. We continue to investigate and document all odor complaints received. Since 2016, we have experienced more than a 93% reduction in the number of odor complaints received annually. Since activating the cap, a decrease in intensity and scope of odors continues. Community Update: November 27, 2018

Final Court Approval of Class Action Settlement

On November 26th, a Final Judgement and Order was issued by the Court approving the class action settlement.  The settlement provides a $1,875,000 fund for claimants and attorneys’ fees, and also requires that the site continue to make improvements to its systems and operations. We greatly value our relationships with our Stony Hollow neighbors and so we are pleased that the Court has granted its approval. According to the Court approval, the settlement funds will be made available for distribution in early-2019, and the funds will be distributed by the attorneys representing the class participants.

Thankful for Our Neighbors

As Thanksgiving approached, the Stony Hollow team provided several hundred turkeys to help family celebrations in nearby neighborhoods and communities.   We are truly appreciative that we can participate alongside many of the community leaders.

This year we also celebrated with community leader Mr. Herbert Burton, a recent 2018 Mayor’s Community Service Award recipient for his dedication to the Pineview neighborhood.  Congratulations Mr. Burton for your dedication and service.

This system continues to control odors and proactively address future issues. We routinely inspect the area to assure its continued effectiveness. Our site gas technicians are on site for daily inspections to ensure all wells are operating properly and the vacuum is being applied. Gas well monitoring and tuning of the well field continues.

 

2018 Gas Well Installation Completed:  Installation of the new gas wells and associated piping has been completed.  We installed an additional 28 gas wells along the southwest, west, and northwest side of the landfill. This routine gas system installation was part of general landfill maintenance.  During the construction, we employed odor control protocols, which included no drilling activity during the weekends and any holidays. Weekly construction updates have been provided to our local regulatory agencies and district partners during the construction.  The photo above shows one of the completed wells.

2018 Gas Well Installation To Commence:  We have finalized construction plans for additional gas well installation along the northwest and western slopes, away from the capped area.  This routine installation is part of general landfill maintenance.  Construction crews and equipment are being mobilized on site and work will begin during the week of June 11th.  Vertical well drilling should begin near the end of June.  We will be employing odor control protocols, including no activity during the weekends and any holidays.    Weekly construction updates are provided to our local regulatory agencies and district partners during the construction.   We also will provide more routine updates and any odor alert notification if we expect to have any off-site odors.

2018 Gas Well Installation Plans:  We are finalizing the construction plans for additional gas well installation along the northwest and western slopes.  The installation should be routine and odor control systems employed will be in place during construction, tentatively scheduled to begin in June.  Weekly construction updates are provided to our local regulatory agencies and district partners during the construction.

Air Monitoring:  From December 2016 to April 2018, we conducted weekly ambient air monitoring to ensure the air in and around the landfill is safe for our employees and our neighbors. All sample results were reviewed by an Ohio EPA toxicologist to determine if any detected compounds are above risk-based screening levels for potential health threats. No samples collected during this time demonstrated a potential hazard to human health. RAPCA continues to update their website with all ambient air monitoring data, available here: http://www.rapca.org/programs/air-quality-monitoring/stoney-hollow-sampling.

Earlier this year, with input from RAPCA and the Ohio EPA, a study to evaluate the data collected from the long-term ambient air monitoring was conducted.  The report and evaluation of the ambient air monitoring showed that all concentrations were below the Agency for Toxic Substances and Disease Registry Minimum Risk Levels and were below the Ohio EPA benchmarks for cancer risk and chronic non-cancer hazards.  As of April 20, 2018, the Ohio EPA concluded based on the data that further ambient air monitoring is not necessary at this time.  However, should conditions at the landfill change, the agency may request further monitoring.   As a result of Ohio EPA approval, we have discontinued that process and will continue our work in partnership with the local communities and regulatory agencies moving forward.

This system continues to control odors and proactively address future issues. We routinely inspect the area to assure its continued effectiveness. Air Monitoring: We have completed over a year of ambient air monitoring and continue to provide monitoring data to RAPCA where they update their website with the ambient air monitoring data received, after it has undergone Ohio EPA review. Other News & Happenings

On April 11, members of the Waste Management Emerging Leaders program led an effort to provide volunteer and funding support to the local Kettering Backpack Program. The food provided by the Kettering Backpack Program helps to sustain students’ school nutritional needs over weekends when school breakfasts and lunches are unavailable.  Special thanks to all who participated! Community Update: November 8, 2017

As the fall weather arrived we completed the 2017 construction season. We have completed a number of significant items this year and as we noted in our last update all of the Ohio EPA Final Findings & Orders issued on May 3, were completed, meeting all compliance dates. While we have met all the agency orders on time, we remain committed to our site inspections and monitoring all the important structures we now have in place.

Here is a more complete update on all activities: 

Synthetic Cap Extension Completed: On August 26, 2017, we completed the extension of the synthetic cap, covering an additional 8 acres, including the completion of the pipe boots and applying vacuum. This proactive measure should further enhance our control of odors. We routinely inspect the area to assure its continued effectiveness.  

Drilling Complete for Necessary Updates to the Gas Well Collection Network:  All gas well drilling was completed in August and piping installation work is also completed. Our site gas technicians are on site for daily inspections to ensure all wells are operating properly and the vacuum is being applied. Gas well monitoring and tuning of the well field continues. 

Air Monitoring: We continue with sampling of ambient air monitoring. RAPCA updates their website with the ambient air monitoring data received and after they have undergone Ohio EPA review. Community Update: August 31, 2017

Since receiving the Ohio EPA Final Findings & Orders on May 3, we have been working diligently and have completed all the agency orders, meeting all compliance dates.  The most significant action this week is the completion of the cap extension, further enhancing our control of odors. 

While we have met all the agency orders on time, we remain committed to our site inspections and monitoring all the important structures we now have in place. 

Here is a more complete update on all activities: 

Synthetic Cap Extension Completed: On August 26, 2017, we completed the extension of the synthetic cap, covering an additional 8 acres, including the completion of the pipe boots and applying vacuum. This proactive measure should further enhance our control of odors. 

Drilling Complete for Necessary Updates to the Gas Well Collection Network:  All gas well drilling on site is now complete. The employees are on site for daily inspections to ensure all wells are operating properly and the vacuum is being applied.

Air Monitoring Enhancements: We continue with sampling of our ambient air monitoring along with RAPCA conducting periodic monitoring in the community. RAPCA updates their website with the ambient air monitoring data and community air monitoring data as they are received and after they have undergone Ohio EPA review. Odor Surveillance: We continue to conduct odor surveillance three times a day, seven days a week. Results are maintained on site and available for agency inspection. Since activating the cap in late January, we have seen promising results. The third-party consultant has reported a decrease in intensity and scope of odors in the daily odor surveys. As we continue site maintenance work, we will issue potential odor alert notifications when we expect the potential for off-site odors.

Community Update: August 15, 2017

Since receiving the Ohio EPA Final Findings & Orders on May 3, we have been working diligently and have completed several key action items meeting all compliance dates.  As promised, we will continue to keep you all informed as we continue to comply with the Final Orders. Construction site activities are coming along nicely with many nearing completion.

Synthetic Cap Extension Near Completion:  In accordance with the order we have nearly completed the extension of the synthetic cap. This is a proactive measure that should further enhance our control of odors. Construction activities include soil grading, laying geotextile and seaming panels of the synthetic material over the area and placement of the green wind defender material over the top. Photos capturing the work have be posted on the website showing our progress. The cap will be completed no later than August 31st. During this week, we are conducting additional construction in the area which may contribute to periodic odors. Work is being done quickly as possible and we anticipate it will provide additional odor control.

Drilling Complete for Necessary Updates to the Gas Well Collection Network: While the new landfill gas extraction wells in the next phase of the proposed cap area were completed and vacuum applied in late June, as part of our normal construction process, we are continuing with well installation in other areas of the landfill. No drilling work is occurring over weekends but employees are on site for daily inspections. All drilling should be completed by early September.
